10th August 2010 : Relief operation of Anjuman Moin-ul Islam (AMI) Leh




OVERVIEW
Local administration at various levels trying to reach to victims in different villages, still a complete assessment report of the district is not available and most of the relief works are done on the basis of assumptions. The communications are enhanced especially inner roads connectivity therefore, villagers are approaching to different agencies for relief support. The administration has appointed a nodal officer for relief and rehabilitation, which is located at DDC office. NGOs or any other social agencies working on relief and rescue should report to this office so that its compile and circulate to all for information this will also minimize the duplicity in relief distribution and rescue works. Print and TV media covers only army, ITBP, CRPF rescue and relief works and not endorsing the civil society efforts and works in the field of relief and rescue.  A system needs to be developed at Nodal Officer level to share the civil society efforts with media so that all working for relief and rescue will get due attentions.  As per the report the death toll reach to 165 as on 10th August and still missing are more than 500 and injured 350 are in civil and army hospitals, some of serious patients were air lifted to Chandigrah by army. Tourists on trek to different areas were airlifted and brought to safer places with their guides. The roads to Srinagar and Manali are still close and people are stranded at both the sides, the regular air services have taken lots of tourists from Leh to Delhi and there are still tourists looking to go to Delhi.
Local administration’s announcements on radio for regular attendance in the Government departments have increased the attendance in the offices. Shops are open and availability increased and Government ration depots are also open with the instructions to provide ration to public.
Update of relief activities of AMI on 10th  August 2010
Rescue team went again with 30 labours and volunteers to Choglamasar area including Zanak Mane and other areas cleaning of mud from the houses and surroundings. The hand pump which was not working tried to repair it by the team, but was not got it right contacted to expert from PHE to repair it so that people can take drinking water. The foreigner volunteers namely: Mr. Berteand Midol, Mr.Laurie Falayer and Mr. Franck all three are from France were continuously with us and thanks for their hard works and advices during the rescue works, they promised to continue further.
With the rescue team two volunteers local Doctors Dr. Shamim Ahmad and Dr. Abdul Hakim went to Choglamsar (Tashi Gyaltsen) and started their works with the health and hygiene education in view of the present situation to public as well as to individuals. They also given consultation to 90 patients on spots and given medicines which they have taken from Leh. The disease patron they found in the 90 patients consulted are:

1.       Gastroenteritis                                                                                 20 patients

4.       RTI                                                                                                          20 “
5.       Anxiety                                                                                                7 

The medicines they carried along with distributed amongst the patients, the community and village head thanks for this efforts.
 
Relief team on the request of DDC went to Igoo village which is 50 Kms from Leh, the link road to Igoo was damaged and the team has to walk 10 Kms to get to upper village to see the damages and to meet the Goba/villagers to discuss the destructions and need of relief. As observed by the team and reported by the Goba/villagers 6 houses damaged and silt were everywhere near to the stream. The team also observed that head work of the irrigational channel is also damaged and community is working on this. Goba and villagers welcome to team with Khadaks and thanks for coming said first team reach to Igoo village, the team requested to Goba for deputing some people to collect the relief materials from the road side, and Goba himself with some people come down and took the relief materials. Goba has already listed the name and house of the people affected by the flood, there was no casualty in the village, but one of the villager (Lama) went to Leh a day before flood and he was found death in Leh.  The team handed over the above listed items to Goba/villagers and took the receipt for records.
Management Committee of AMI, Leh discussed the progress of relief activities and reported the day activities to DDC, Leh. Procurement of materials, arrangements of transport and lunch/refreshment to labours, volunteers and for teams to different areas have been arranged. The villagers coming for relief support were discussed and directions were given to teams accordingly. Some members of MC have also been visited to Choglamasar, Sabo, Spituk and Phiyang to observe and to discuss on the basis of the discussions and requests from the villagers additional food and other materials were provided.
The collection of donations at the collection centre for 9th and 10th August were Rs. 0.47 lacs and   Rs. 0.38 lacs  respectively.  Bank accounts for relief fund opened with J&K Bank Leh and appeal for donations were circulated to all the areas.

MC at the collection centres also distributed materials on the request of the victims after discussing with the relief and rescue teams.

In the review and planning meeting also discussed the candle march announced by LBA members of AMI Leh will also participate.

Local people are donating huge quantities of clothing, utensils, shoes and food items, we also get donations of cloths, medicines and utensils from the foreign tourists.
